This is a structural variation of the trailing clubmoss Huperzia nummulariifolia (also classified as Phlegmariurus nummulariifolius).

​Unlike the standard form of the species, which has flat, round leaves spaced along thin stems, the 'Mutant' form produces puckered, cupped leaves. The internodes along the stem are compressed, causing the foliage to overlap tightly and obscure the stem. This growth habit results in rigid, textured strands that trail downward.
